[tex-k] TL23 test failure, eptexdir/wcfname

Hi Ken,

I attached a new patch.
Some documents mention that Slack replies *.utf8 by "locale -a" and need to set locale *.UTF-8.
If it is true, I guess the new attached patch will work.
Could you test the new one?
