Details:

Alas I don't have a MWE ready, but I got an error about \:babelfont being
already defined when I compiled a paper.

The following change in babel-sty-hooks.4ht cured it for me:

- \NewDocumentCommand\:babelfont{o m o m}{}
+ \ProvideDocumentCommand\:babelfont{o m o m}{}
+ \RenewDocumentCommand\:babelfont{o m o m}{}

(for some reason, without the \ProvideDocumentCommand I got an error that
\:babelfont is not yet defined)
