If I were your boss, I'd retained the current state due to two points:
* The solution with LaTeX already works. A ReportLab solution is to be
developed, and there is no guarantee it will work.
* Any system should be supported. Who will support ReportLab-based
solution? Sysadmin? If so, who will make the sysadmin's work?
Finally, a shameless plug. If they decide that LaTeX isn't cool and should
be replaced, you can say that ReportLab isn't cool too. What's cool is XML
and XSLT, and there is a Python-based Consodoc to transform XML to PDF:
http://consodoc.com/
It relies on LaTeX, so you might like it.
